Mono is probably a great pick for this.
What does the ideal install process look like for a client or a hub?
For the client, is the goal to build just the installer so they can send transactions via radio, or to basically build out a whole wallet?
What do we know about the target users?
I suspect support for multiple users will probably be important, so right now i'm kinda thinking something like a Dogecoin ATM/Terminal, where user keys are encrypted with a simple user secret.
